With a second summit between North Korea and the United States likely to take place soon, Vietnam has emerged as the most likely location of the big event. However, observers say that the prolonged shutdown of the U.S. federal government could affect the possibility of the summit.

Democratic Party Chairman Lee Hae-chan said in his New Year news conference that a second North Korea-U.S. summit could happen next month.

[Soundbite] Lee Hae-chan(Chairman, Democratic Party) : "The first summit took place one month after North Korea's summit with China. I believe the second summit between North Korea and the U.S. will be held some time in February."

Lee added that Washington wants to resolve the North Korea nuclear issue in three phases -- nuclear facilities, nuclear materials, and nuclear weapons -- and take reciprocal measures accordingly. Pundits say that Kim Yong-chol and Mike Pompeo might hold high-level talks soon to discuss concrete denuclearization steps such as the freezing or shutdown of the nuclear facilities in Yongbyon. Some also say that the two sides could reach an agreement on reciprocal measures for the North, including the re-opening of the inter-Korean industrial complex in Kaesong under the precondition that cash will not be injected in the facility, as was earlier mentioned by the South Korean Foreign Minister Kang Kyung-hwa.

[Soundbite] Prof. Lim Eul-chul(Institute for Far Eastern Studies, Kyungnam University) : "The two sides are highly likely to hold high-level talks to exchange their intentions on denuclearization and reciprocal measures, and fine-tune their stances."

As for the location of a second North Korea-U.S. summit, Vietnam has emerged as the most likely venue. A senior Seoul official insinuated that Vietnam will likely be chosen as the location of the summit, as North Korea has no diplomatic office in Hawaii, while in Mongolia air pollution is too severe in the winter. Sources say that North Korea and the United States have yet to narrow their differences on the exact time and location of the summit, which could also be affected by the protracted shutdown of the U.S. government.
