583 new COVID-19 cases were reported today, surpassing the 500 mark for the first time in eight months. Transmission has accelerated so much that epidemiologists can barely catch up with contact tracing. To make the matter worse, people have become tired of and indifferent to disease control efforts.

The cluster infection in Jinju, Gyeongsangnam-do Province that caused more than 30 confirmed cases in just two days was verified to have started at a training session in Jeju for local village chiefs and community leaders. One particular patient who attended the training participated in another training session immediately after, further spreading the virus. The city of Jinju subsidized more than 10 million won to this event and sent three government employees as session leaders, who later became infected as well.

[Soundbite] JO KYOO-IL(JINJU MAYOR) : "I am very disappointed and sorry that public officials and community leaders, who should have followed disease control measures during the no group travel period, were found to have COVID-19."

Public health officials cited people's insensitivity to the crisis and the pandemic fatigue as the greatest threats.

[Soundbite] CHUNG SYE-KYUN(PRIME MINISTER) : "The general public as well as medical professionals and disease control officials have grown tired and the society as a whole has become less wary of the disease."

COVID-19 is spreading fast through complex interpersonal relationships. This diagram shows how far and wide one infected person can transmit the virus. The first patient infects five people, who then go on to infect many others. Over the course of nine days, 124 people were infected at three restaurants, a private cram school and a sauna. Transmission occurs quickly especially in places where people can't keep their masks on.

[Soundbite] SOHN YOUNG-RAE(CENTRAL DISASTER AND SAFETY COUNTERMEASURES HQs) : "Infections are occurring frequently in establishments where it's difficult to keep masks on due to activities such as eating, bathing or exercising. Please avoid such places."

A wider and faster transmission has prompted authorities to change detailed distancing guidelines. First, mandatory mask-wearing is clearly stated. When feeling sick, an individual should get tested and minimize contact with others instead of staying home for three to four days. Also, a new rule of ventilating at least three times a day has been added. Disease control authorities said that at this rate, Korea will see a shortage of ICU beds within two to three weeks. They added that they will deal with the bed shortage problem with effective plans like screening for patients who don't need to be admitted to hospitals.
