The UN Security Council has adopted Resolution 2321 to sanction North Korea. The heart of the new sanctions package is a ceiling on the exports of coal,a key export item of the North. The new resolution adds silver, copper, nickel, and zinc to the list of North Korean mineral resources subject to an export ban, in addition to gold, titanium and rare earth resources, which were previously embargoed. As a result, North Korea's total exports are expected to drop by 30 percent or at least 800 million U.S. dollars annually. North Korean diplomats will be banned from activities to earn money, while North Korean accounts at overseas banks will be closed.

The resolution also expressed concerns about the North's deployment of workers overseas, while condemning the regime for pursuing nuclear ambition and aggravating human rights conditions in
North Korea. It also warned that Pyongyang's privilege as a UN member nation can be canceled.

While supporting the resolution, China and Russia made it clear that no harm should be caused to the livelihoods oft he North Korean people.
