The South Korean government expects that UN Resolution 2321 will exert greater pressure on North Korea and yield results. Here’s what the resolution entails and the reaction from Seoul.

The key factor of the new UN Resolution is a cap that is to be placed on North Korea's coal exports starting next year. Under the measure, North Korea will be permitted to export only 38 percent of coal it shipped last year, and its foreign currency earnings will drop by 700 million U.S. dollars annually. This is why the new resolution is thought to have made up for shortcomings in the previous resolution 2270, which contained a major loophole allowing Pyongyang to export coal ostensibly for the livelihoods of the North Korean people. A ban will also be placed on exports of bronze statues, another source of North Korea's foreign currency earnings, as well as the regime's sale of new helicopters and ships. The resolution further blocks routes by which the North could obtain weapons of mass destruction technologies by limiting scientific and technological cooperation with North Korea, or the provision of special education.North Korean travelers' luggage will be subjected to searches as a way to prevent personal deliveries of cash. The obligation to search cargo transported by rail or on the road has also been stressed.

[Soundbite] Yun Byung-se(Foreign Minister) : "It is another milestone, as the resolution imposes the toughest and most comprehensive non-military sanctions in the UN's history, along with Resolution 2270."

A high-ranking South Korean government official assessed that the new resolution will impose greater pressure on the North.
