South Korea's Ministry of Defense on Monday morning proposed inter-Korean military talks to North Korea in a bid to stop hostile acts on the military demarcation line. The Korean Red Cross, for its part, has proposed inter-Korean Red Cross talks for August 1.

The Ministry of Defense has officially proposed inter-Korean military talks to the North. National Defense Vice Minister Seo Joo-seok held a news conference on Monday morning to propose inter-Korean military talks on July 21st at the Unification Pavilion in the North Korean section of Panmunjom to stop all hostile acts in the military demarcation line. The so-called hostile acts include loudspeaker broadcasts conducted by the South and the North in the military demarcation line and the distribution of propaganda leaflets. If Pyongyang accepts the offer, it will be the first inter-Korean meeting since high-level talks in August 2015 and it will be the first military talks since October 2014. South Korea's Red Cross has also offered to hold inter-Korean Red Cross talks to discuss separated family reunions and visits to ancestors' graves.

[Soundbite] Kim Seon-hyang(cting Chairperson of Korea Red Cross) : "The Korean Red Cross has offered inter-Korean Red Cross talks on Aug. 1 at the Peace House in South Korea's part of Panmunjom to discuss separated family reunions and other humanitarian issues ahead of the Chuseok holiday."

South Korea has requested the North to respond via the Red Cross contact office in Panmunjom. All inter-Korean contact channels including Panmunjom were severed by the North along with the shutdown of the Kaesong Industrial Complex in February of last year. If Pyongyang responds to the offers via the Red Cross contact channel in Panmunjom, official dialogue between the two Koreas will resume after one-and-a-half years.
