President Moon Jae-in says he aims to amend the Constitution to transfer more power to local governments. His detailed decentralization plan includes amending the term "local autonomous groups" to "local governments" and stipulating the four autonomous rights of local sovereignty in the Constitution.

President Moon Jae-in presented his decentralization plan when he met with the mayors, governors, district chiefs, and resident representatives of 17 cities and provinces. He first proposed a referendum for Constitution amendment at next year's local elections in order to put his plan of balanced development and decentralization into action.

[Soundbite] Pres. Moon Jae-in : "The new government's objective is to build a republic where both the Seoul metropolitan and local areas can live in co-prosperity and where more authority is given to local governments. We will go forward steadily."

The president also proposed that the amendment include institutionalizing a secondary cabinet meeting, a venue where the president, mayors, governors and cabinet members can discuss policies. He promised to rename the term "local autonomous group" to "local government" and include four major rights, such as autonomous legislative and administrative rights in the amended Constitution. Separate from the Constitutional amendments, much of the central government's authority will be handed over to local government to give them more actual power. Then, the local
governments can expand their direct citizen participation system and improve the proportion of national and local tax programs.

[Soundbite] Pres. Moon Jae-in : "I will boldly transfer national functions to the local governments. Starting next year, the decentralization package law will be legislated in phases of transferring authority."

President Moon said that the public consensus on decentralization was already reached during the last president election and requested the political circle to discuss the matter promptly before next year's local elections.
