A hot air balloon crashed in Jeju Island, killing one person and injuring 12 others. The government is investigating the accident to find out what was behind the fatal crash.

The Ministry of Land, Infrastructure and Transport sent investigators from the Aviation and Railway Accident Investigation Board to the site of the hot air balloon accident in Jeju Island. They are looking into the details of the crash, such as the wind velocity at the landing point and whether the balloon operator had adhered to safety regulations as per the aviation safety act. Some point out it was a foreseeable accident. The hot air balloon company was approved for business last April. This came after four attempts. Unlike the experience-type balloon tethered to the ground, their balloons are free flight ones that actually fly into air. The Jeju Regional Office of Aviation had rejected their application for safety reasons. The company cut down the number of landing spots to four, away from obstacles, and was finally was finally granted approval on the condition that the balloons operate only when the wind speed is under 3 meters per second. No other restrictions were placed since then and it was up to the pilot to make flight decisions. The pilot could not avoid the unexpected wind gust when landing and there were no protective equipment either.

[Soundbite] Passenger(Voice modified) : "The impact was strong even though we didn't fall from great heights. The balloon was open and didn't have any safety equipment. It would have been better if we were wearing safety gears."

Lax safety standards and foolhardy operation are blamed for the tragic accident that left 13 casualties.
