라이스, “北 침공 의사 없다”

라이스 미 국무장관은 오늘 이징으로 떠나기 전 KBS와 회견을 가졌습니다.
라이스 장관은 북한을 공격하거나 침공할 의사가 없고 북한에 특사를 파견할 계획은 없다고 밝혔습니다.
정세진 앵커의 보도입니다.

<질문> 만일 북한이 2차 핵실험을 하면 미국은 어떻게 대응할 것입니까? 군사적 대응을 합니까?

<답변> 콘돌리자 라이스 (미 국무장관): "The president of the united states has all kinds of the options but the president make very clear that we have no intention to invade or attack north korea. Rather we believe that the united states, china, japan, South korea, Russia and international community more loudly can bring enough pressure to participate on north korea and north korea choose to give up its nuclear weapon program."
(미국은 모든 종류의 선택이 있습니다. 그러나 미 대통령은 북한을 공격하거나 침공할 의사가 없다는 점을 명확히 하고 있습니다. 미국 중국 일본 한국 러시아 그리고 국제사회는 북한에 충분한 압력을 가해서 북한이 핵무기 프로그램을 포기하도록 해야 합니다.)

<질문> 만일 북한이 핵무기를 이전하는 레드 라인을 넘으면 어떻게 하겠습니까?

<답변> 콘돌리자 라이스 (미 국무장관): "Well, the president made very clear that the US would take extremely, believe, extremely grave a north korea decision to try to transfer a nuclear weapon or technologies either to another states or to announced they act to transfer it to terrorist and we would hold north korea accountable for that but again this is not a problem for the united states, we live very very far a way in fact this is the problem for everybody for international."
(부시 대통령이 분명히 했는데, 우리는 북한이 핵무기나 핵기술을 다른 나라나 테러리스트에 넘기면 중대한 조치를 취할 것입니다. 이것은 미국만을 위한 것이 아닙니다. 우리 모두, 국제사회를 위한 일입니다.)

<질문> 북미 직접 대화에 대한 미국의 입장에는 변함이 없습니까? 특사를 파견할 계획이 있습니까?

<답변> 콘돌리자 라이스 (미 국무장관): "We have no plan to send a special envoy to NK. NK knows that they can talk to the united states at any time in a context to the six party talks. So NK can talk to us any time that they wish. But you have to ask why NK so insist that they would be direct negotiation with United states when they plenty have opportunity to talk to the united states."
(특사를 보낼 계획은 없습니다. 북한은 6자회담틀에서 우리와 대화할 수 있습니다. 지금도 북한은 원하면 언제든지 6자회담 틀에서 미국과 대화할 수 있습니다. 북한에 대해서 미국과 그런 대화의 기회가 있는데 왜 그렇게 직접대화만을 주장하는지 묻고 싶습니다.)

<질문> 미국의 대북정책의 주목적이 대량살상무기 확산 방지입니까? 정권교체입니까?

<답변> 콘돌리자 라이스 (미 국무장관): "The principle of the desire is here, the principle of goal of the america policy is unnuclearization korean peninsular. I think there is no doubt about that the north korea people are unfortunately always right the edge of starvation because of the policy of government and NK people deserve better. But we make clear we don't have any plan or any intention to invade or attack NK."
(미국 정책의 최우선 목표는 한반도 비핵화입니다. 북한 정권의 정책 때문에 주민들이 굶주림에 시달리고 있고 더 나아져야 한다는 것 분명합니다만 우리는 북한을 침공할 계획도 의사도 전혀 없습니다.)

<질문> 한국 정부가 금강산 사업을 중단하기를 원합니까?

<답변> 콘돌리자 라이스 (미 국무장관): "the most important issue here is we all have the obligation under resolution 1718. obligation to makes certain that north korea can not advantage its nuclear weapon program after all they set off nuclear weapons test right here in south koreas backyard. and so it is important to use whatever leverage countries feel. It can use to get the north Koreas to make the right choice to stop its aggressive behavior and return to the six party talks we certainly its business of south korea its not ours to tell the south korea what to do. "
(가장 중요한 것은 우리 모두가 유엔 결의 1718의 의무를 갖고 있다는 것입니다. 우리 모두 북한이 핵무기 프로그램을 개발하지 않도록 의무를 다해야 한다는 겁니다. 북한은 한국의 뒷뜰에서 핵무기 실험을 했습니다. 그래서 우리는 북한이 공격적인 행동을 하지 않고 6자 회담에 돌아올 수 있도록 모든 수단을 사용해야 한다는 것이 중요합니다. 우리는 한국 정부가 선택해야 할 일이지 우리가 한국 정부에 말할 일은 아닙니다.)
